FACT: A report by the government's auditor blames the Prime Minister's Office for Mr Kalmadi's elevation to head of the Organising Committee. "In our opinion, the decision of the PMO for appointing Suresh Kalmadi as Chairman of the OC facilitated the conversion of the originally envisaged government-owned OC into a body effectively outside the government control," writes the Comptroller and Auditor General. The OC in effect functioned as a parallel, non-governmental organization, without commensurate accountability to government and concomitant controls to ensure propriety and transparency (despite full financial guarantee and funding from government), the report said.
OWL WATCH: Thank you, CAG for your report. I have a thinking that the government can not run the big establishments so all public sector units are being privatised. Coal, Finance, Oil and many industries are either beyond government’s controll or going to be uncontrolled. But your report is an eye operner because government can not even run some smaller committes. So they kept it outside the government’s controll!!
